Good Morning,
The Bike Rack does not meet the Standards. The space is required to have two feet on either side of the rack. In your drawings that reduces the pedestrian path below the 5-feet required. As you can see from the snip of your plan, the concrete area is not wide enough next to the building.
I have also provided examples of bike details below. The plans will need to show the rack specifications.
