Based on the ACV provided, improvements that exceed $43,000 will qualify as a substantial improvement. The shell improvement valuation is $10,000. Is that number accurate for all of the improvements that will occur in this phase? If you think future improvements will exceed $43,000, please let me know if you would like to discuss changes to the building that will be necessary to bring the building into compliance with the current floodplain building requirements.
