Hi Gene,
I reviewed the updated application materials and it looks like we will need to switch the Design Review application from a Class 1 to a Class 3, there are two applicable design standards that it doesnt look like will be meet with this project.
1) SRC 632.025(a)(2)(B)(ii) provides ground floor buildings facades facing a street shall have windows on a minimum of 65 percent of the ground floor faade (ground floor window area is measured per SRC 112.030). It doesnt appear this standard can be met.
2) SRC 632.025(a)(2)(B)(iv) provides weather protection in the form of canopies or awnings shall be provided along a minimum of 90 percent of the length of the ground floor building faade adjacent to a street. It also doesnt appear this standard is meet.
The project also needs three Adjustments:
1) Adjustment to the minimum 370 foot driveway spacing standard for a driveway approach onto an arterial street found in SRC 804.035(d).
2) Adjustment to allow one of the required two off-street loading spaces (SRC 806.075) to be provided on-street adjacent to the building.
3) Adjustment to the 0 foot or 10 foot setback to allow the recessed entry doors.
Please submit the new Class 3 Design Review and Class 2 Adjustment applications, with updated findings addressing the design review guidelines, and the Class 2 Adjustment approval criteria for each of the three identified adjustments. Once received, we should be able to deem the applications complete.
Also, a heads up on the demolition permit for the skybridge and faade alteration for the building on the north side of the street. The City Council just approved updates to the UDC that remove the General Retail/Office Overlay Zone and change the design standards for buildings in the CB zone. One of the standards does include a minimum percentage for window area on the upper floors of buildings. So if the demolition/alteration permit is not submitted soon it could fall under the new code and instead of being exempt from design review would likely require design review with possible adjustments.
